City Council in Kensington passes bill to prohibit 24/7 businesses – NBC10 Philadelphia

Philadelphia City Council recently approved a bill that requires specific businesses in Kensington to close between the hours of 11 p.m. and 6 a.m. The goal of this bill is to decrease crime, prevent the accumulation of trash, and reduce after-hours disturbances.

The bill was introduced at a Council Stated Meeting by councilmember Quetcy Lozada (D-7th dist.) who represents the Kensington area. It was first created in response to the opioid crisis and was developed with input from residents, businesses, and nonprofit organizations.

Area affected by the restrictions is defined by East Lehigh Ave, Kensington Ave, D St, E Tioga St, and Frankford Ave. The boundaries encompass all businesses located within these blocks. However, restaurants holding a liquor license are exempt from these restrictions and can remain open until 2 a.m.

IMPACT Services representative Roberto Rodriguez expressed gratitude on behalf of businesses in the Kensington Corridor for being included in the conversation prior to enacting the bill. Approximately 90 businesses will be impacted, but less than 20 of them currently operate past 11 p.m.

Businesses that fail to comply with this bill may face fines of $500 for every offense until the violation is resolved. This emergency measure is expected to expire in January 2028.
