The research compared the period from 2019 to 2023 to the 2014 to 2018 timespan, revealing a 3.3 per cent decrease in global volume of international arms transfers, despite a sharp increase in sales in Europe. France has now taken second place behind the U.S., with its global arms exports rising from 34 percent to 42 percent.

This surge in the rankings for France can be attributed to major deals for Dassault Aviation’s Rafale fighter jet with countries like Qatar, Egypt, and India. According to Wezeman, countries like India, Egypt, and Indonesia have opted for French combat aircraft over Russian alternatives due to their technical attractiveness and quick deliveries.

India, the world’s largest arms importer, sources 33 percent of its imports from France and 36 percent from Russia. This marks the first time since the 1960s that Russia or the Soviet Union have not accounted for more than half of India’s arms purchases.

Indian Prime Minister Narendra Modi was a guest of honor at last year’s Bastille Day celebration. In January, France and India committed to strengthening defense industry ties following France’s sale of 26 Rafale Marine fighter jets and 3 Scorpène-class military submarines to New Delhi the previous summer.
